- The main Point in Time/In Care reports–public and secure sites–were updated (Q3 23 data extract) on 01/19/2024 to exclude children and youth in Non Dependent Legal Guardianship (NDLG) Placements, reported as being in a Guardian type home (PLC_HM_T.PLC_FCLC=5411) with a Guardian Non-Relative (1404) or Probate NRLG (6539) Legal Authority for Placement (LG_AUTHT.PLC_ATHC). This update aligned the Point-in-Time/In Care Report with children and youth who are in foster care.

Note: As of the Quarter 4, 2023 data extract, the Child Population Report uses the CA Department of Finance Complete P-3 2020-2060 Population Projections Race/Ethnicity and Sex by Age for California and Counties based on the 2020 Census. This file is used for annual counts for the years 2020 forward. Annual counts for the years 2010-2019 are based on the Complete P-3 2010-2060 Population Projections Race/Ethnicity and Sex by Age for California and Counties based on the 2010 Census. Data for years 2010-2019 will be updated once the Department of Finance releases the intercensal population estimates. Until then, users will observe differences in the population trends between the two files.

The Poverty Population Estimates were updated with the U.S. Census Bureau's American Community Survey (ACS) 2018-2022 5-year Estimates.

The Recurrence of Allegations report has been updated. Previously, when the ‘base period referral’ selection ‘first in base period’ was made, children and youth who had a referral within the year preceding their first referral in the period were excluded. Now, with the ‘first in base period’ selection, those children and youth are included in the denominator and, if applicable, the numerator and performance (percentage) calculations. Given this change, users may notice increases in counts versus earlier versions of this report.

We made a slight modification to how we identify court-dependent children living with legal guardians in our UCB_FC and UCB_FC_AFCARS derived files. To conform to the State's AFCARS reporting we will calculate the child's dependency status at the end rather than the beginning of each foster placement. This reduces problems associated with lags in data entry.
