NEW (Q1 08): In the drill down reports for this measure, follow-up
time is no longer limited to 6 months (i.e., non-recurrence of maltreatment can be tracked for 12, 18, or 24 months if that period
of time has elapsed since the first substantiated allegation). Time
periods now refer to 6-month base periods, rather than full years,
which included 6-month base periods and 6-month follow-up periods.
