Federal/CWS Outcomes Measure: Of all children who were victims of a substantiated maltreatment allegation during a 12-month reporting period, what percent were victims of another substantiated maltreatment allegation within 12 months of their initial report?

Primary Data Set: UCB_REF.

Denominator: The denominator is the number of children with at least one substantiated maltreatment allegation in a 12-month period.

Numerator: The numerator is the number of children in the denominator that had another substantiated maltreatment allegation within 12 months of their initial report. If there is a subsequent report of maltreatment within 14 days of the earlier report, it is not counted as recurrent maltreatment. Youth who are age 18 or more are excluded from the calculation of the indicator.

Performance: Performance for this measure is the numerator divided by the denominator, expressed as a percentage.

National Standard: Note: [10/17/2016] The Children's Bureau has determined they will use the Child and Family Services Reviews, Round 3 (CFSR3) statewide data indicators and national standards to provide context for the CFSR3 reviews, rather than in conformity determinations. They are revising the indicators, which is likely to affect performance results for states and the national standards. For details, please see CFSR Technical Bulletin 9. For your reference, the CWS Outcomes workbooks will include the original national standards and related calculations until the Children's Bureau publishes corrected national standards.

Extension of Federal Measure: In the drill-down reports for this measure, data may be viewed for a selected 12-month period or periods by age, ethnic group, and/or gender.

  • County is assigned in this analysis using the county specific code from the assignment table corresponding with the allegation received date during the specified 12-month period. A subsequent substantiated maltreatment allegation occurring in any county will be counted as a recurrence in the county of the initial allegation.
  • Age in this analysis is based on the first allegation received date during the specified time period.

Please note that values in this report may differ slightly from the federal numbers. We are currently working to determine the source of these discrepancies.

Note: Cells containing a period (".") represent a value of zero. In cells representing quotients, a period may also indicate the indeterminate form 0/0.

Stratification and Filters: This measure may be run with filters to restrict the data to various subgroups of other variables (e.g., Black subgroup of the Ethnicity variable, <1 year old subgroup of the Age variable, etc.). Please see the links below for details:
