S1.1: No Recurrence of Maltreatment
Notes on Data Source
This safety measure reflects the percentage of children who were victims of a substantiated or indicated child maltreatment allegation within a specified 6 month period for whom there was no additional substantiated maltreatment allegation during the subsequent 6 months. The denominator is the total number of children with a substantiated allegation during the 6 month period; the numerator is the count of these children who had no other substantiated allegation in the 6 months following their substantiated allegation.
Only allegations with a disposition are included (per federal guidelines). Follow-up substantiated allegations must be at least 2 days after the first one to be counted as subsequent allegations. Allegation codes: 5001, "At risk, sibling abused" and 5624, "Substantial risk" are excluded. Incoming ICPC children are also excluded.
Allegations of child maltreatment are contained in referrals received by child welfare agencies from mandated or voluntary reporters. A referral includes at least one allegation (e.g., an allegation of general neglect), and may included more than one allegation (e.g., allegations of general neglect and of physical abuse). For purposes of this report, referrals that are identified as related (as “primary” and “secondary” referrals) or that are received within a day of each other are treated as a single referral. In this report, only one allegation, the most severe substantiated allegation, is reported for each referral.
Note that the first substantiated (non-risk) allegation for a child is selected for the base period.
This differs from other allegation reports and for this reason the
reports are not directly comparable.
Please also note that, for summary tables, the total of all counties may be higher than the total for California, since a child can be counted in more than one county.
County is assigned in this analysis using the county specific code from the assignment table corresponding with the allegation received date during the specified six month period. Age in this analysis is based on the first allegation received date during the specified time period.
In the drill down reports for this measure, follow-up time is not limited to 6 months (i.e., non-recurrence of maltreatment can be tracked for 12, 18, or 24 months if that period of time has elapsed since the first substantiated allegation).
Cells containing a period (".") represent a value of zero. In cells representing quotients, a period may also indicate the indeterminate form 0/0.
This measure may also be run with filters in place to restrict the data to various subgroups of other variables (e.g., Black subgroup of the Ethnicity variable,<1 year old subgroup of the Age variable, etc.). Please see the links below for details.
