Congregate Care Placements: One Year or More

Denominator:
Includes children and Non-Minor Dependents (NMDs) in foster care meeting the following criteria:

  • Age 0–21 who were in congregate care (i.e., group home or shelter) on the point-in-time date.
  • Supervised by Child Welfare and Probation Agencies.
Excludes:
  • Incoming Interstate Compact on the Placement of Children (ICPC) cases.
  • Children and NMDs supervised by Private Adoption Agencies, Kin-GAP, Mental Health, and Out of State Agencies.

Numerator:
Children and NMDs in foster care meeting the same exclusions and criteria as the denominator plus:

  • Spent at least 365 out-of-home care placement days in one or more congregate care settings out of the 400 possible placement days ending on the point-in-time date.

Note: Cells containing a period (".") represent a value of zero. In cells representing quotients, a period may also indicate the indeterminate form 0/0.

Note:
If a child or NMD had multiple congregate care placements and/or placement episodes within the 400 days, then the congregate care placement days are cumulated.

The stratification by placement type (group or shelter) indicates the child or NMD’s placement type on the point-in-time date. The numerator counts all congregate care within the 400 days (group and shelter).
