1. Child Welfare
   • County Welfare Department (C)
2. Probation
   • County Probation Department (P)
3. All
   • (Child Welfare plus Probation)

The following agency types are excluded from this analysis:
Private Adoption Agency (A)
Indian Child Welfare (I)
KinGAP (K)
Mental Health (M)
Out of State Agency (O)
State Adoption District Office (S)
