METHODOLOGY for Exits Per Year Reports

This report examines outcomes for children exiting foster care episodes in the analysis year. The report is stratified into kin and non-kin sections, based on the last known placement type before exit. In some instances, CWS/CMS had no information on a placement type from which an exit occurred; these were coded as missing.

For each analysis year, only one exit per child was counted. Thus if a child experienced multiple exits in a given year (e.g., was reunified, reentered care for a subsequent spell, and then exited to guardianship) only the last exit occurring in the year was counted. This process was repeated for each year that a child experienced an exit (or exits) from care. The analysis examined all child welfare supervised spells that had a duration of at least 5 days. Reports are stratified by county of removal.

"Kin-Gap" exit type refers to those exits from care where the case closure reason type was "Kin-GAP." However, since the addition of this capacity to CWS/CMS to accurately capture cases closed to Kin-Gap is only somewhat recent, an unknown proportion of these exits is reported in this analysis in the "Kin" section of the exit via "Other Guardianship." "Other" exit type includes CWS/CMS termination reason types such as "child ran away from placement," "other non-CWS agency has jurisdiction," and "incarcerated." "Other*" exit type refers to termination reason types coded in CWS/CMS as "*Other." This code is not currently valid, and appears to have been used for episodes closed during conversion with an unclear reason for exit.
