  Child Abuse Referral & Substantiation Rates

Referral and Substantiation Rates for a given year are computed by dividing the unduplicated state count of children with a child abuse/neglect referral (or substantiation) by the child population and then multiplying by 1,000. (includes only Child Welfare agency responsible type)
